This photos doesn't represent a typical pond by any means. It is actually a community/amenity lake. But, the thought of using concrete/gunite with embedded rocks certainly has merit if the budget allows (IMO). One could also envision forming several submerged depressions (bowls) in which to confine pea-gravel for spawning purposes.
Just remember that "structure" has a broad definition.
