I thought about using concrete. It looks like a very easy and effective way but the question is "what am i gonna place above the concrete layer?" . Because concrete will look very artificial and i think it won't give a real habitat for the fish. Maybe i should place my city's natural soil over concrete layer. Is that a good idea?
Your idea about non-farmable land makes sense but only the way to be close to a creek is being close to farming lands.
