I need a closer picture to be sure, but it looks like southern naid. The simplest thing to do would be to stock some grass carp. Depending on how severe the problem is you will need 7-15 per acre. There are a number of aquatic herbicides that will control it, but the water will need to warm up again in the spring for that to be considered.
