A good friend of mine just retired from the Kansas DPW as head of their upland game bird division and his feelings are, stocking quail to reintroduce them is useless... Hate to say it. The best thing you can do is things that help quail out. Winter cover, spring nesting sights, safe food sources and removal of predators(trapping/shooting fox, coyotes, coons, etc) and hope there are some wild quail nearby that may filter onto your property.
