Soils are acid in much of the south and so are the effected groundwaters. Not all by any means but many. The waters that flow through limestone formations are not.

If the acid clay is natural (not brought in or mine waste) then ag lime will work. If the clay is only a foot or two compacted then it should be an easy fix (10 tons of ag lime for the small pond). My concern would be if the clay has some other problematic constituent part.
