Keith -- you might try Google's Picasa. We have pretty tight IT restrictions where I work, but Google is not blocked, thus Picasa is not blocked. Plus, I really like the way the whole Picasa package operates. Most of my Pond Boss photo posts in about the last 3 years are from Picasa (see Posting Photos with Picasa).
