You need to id the weed first as all aquatic herbicides don't work on all plants - that includes diquat. Look here - http://aquaplant.tamu.edu/

Im reading it is effective on the weeds i have As far as application goes can it be sprayed on top of the water.with the assumption it is heavier than water it will sink.Or does it have to be sprayed directly into the weeds? With a 2 gallon hand sprayer and a 1/2 acre pond what mixture per gallon should I be looking at.Is it possible to be effective this way or should I be looking at other methods?

Most data sheets/labels provide that info by species. Do you have the label ?

Often an underwater application works well especially if bottom aeration is present to disperse the chemical. What is the weed species? Does it have floating leaves or is it producing a surface flower/seed head yet? If most of the leaves and stems are underwater then spraying most of the chemical underwater among the weeds is a good application. Are the weeds completely covering the pond area or is there open water in the middle area? Sometimes a thermal stratificaiton will limit the depth penetration or distribution of the herbicide.

I added the link for the weed plex label in my original post, it is the same stuff as Reward.
Read the warning labels, diquat is hazardous.

Plants are begining to grow 4" up about a foot. They are not covering the entire bottom.I dont have aeration. Are there any granual types that would do a better job?It would be diffacult to spray the plants.

Again, different weed species respond differently to different herbicides including the granular products. What is the weed species or post a picture of it. Are you sure it is not Chara or N itella? For these see this both appear fairly similar. http://forums.pondboss.com/ubbthreads.php?ubb=showflat&Number=292990#Post292990Is the water clear?

Looks like baby pond weed it seems pretty agressive as I did battle with it last year trying to remove it with a rake.it seems to like the deeper spots but is spreading.

A picture the weed would really help identify it, preferably on a white background.
