The frags may bounce. It depends (ha!) greatly on the angle at which you are shooting and the distance to your target. Every bullet fired is on an arc when it leaves the gun. Some are flatter trajectories than others, but nonetheless on an arc. Gravity is a mother.
Ballistic tips fragment, but travel more accurately than HP's. That's why I use them on longer targets.
