The driller is correct. You could put a tank in there from the start. Arond is correct about more wear and tear on the pump starting and stopping all the time, but if you have large enough piping from the bladder tank to the pond the pump will run 100% of the time.

Stoney Creek http://www.stoneycreekequip.com/form/product_pond.htm has a float system that acts like a float in your toilet tank. It automatically turns on the water if the water in the pond drops below a certain level, and automatically shuts it off. I don't see it on their website, but it is in their paper catalog. The biggest one handles a lot more water than you'll ever pump.

If you think you might ever want to use the pump in the future for watering or something else, I'd throw the bladder tank and pressure valve on now. Just remember that you have to protect if from freezing if it ever gets that cold where you are at.
