The stronger charger sends enough current thru the less than 10 miles of wire that it burns thru any weeds that grow up and touch the wire. A weaker charger will just use the weed as a ground, and that will render the fence useless until it's cleared off.
Otters will run singely, or a family will run together. They don't have to stay by water, I've seen tracks of a threesome going thru the woods, where ponds are a couple of miles apart (in N. Wi.). They were pretty easy to follow thru the 12: of snow. They'd bound thru the woods, but slide down the hills.
