That's a question that would be better answered by an expert pond builder. I've heard that moving dirt less than 50 yds is quickest with a dozer. I've never heard of a pond builder saying that they could pack it well enough with a scraper tho. I believe the scraper just moves the dirt and the sheepsfoot is used to make multiple passes to get each layer truly knitted together with the layer beneath it.
