I need some help identifying this weed. It is in areas adjacent to the perimeter of the pond in around 4' of water. It is rooted to the bottom. Navigate DID NOT kill it when I treated for milfoil 2 weeks ago. Here are two pics. I can post more if needed. Thanks for your assistance.
