If by Kentucky bass you're referring to spotted bass, I'm not aware of any reliable commercial sources of them.

I've seen one or two suppliers in Indiana when they had a list of hatcheries in the state. I haven't seen any in Kentucky though. Maybe search through the Arkansas/Georgia hatcheries?

I would get some from zetts but they say that they don't overnight fish in july or august
