I agree with Dave D.

I don't know what your water temps are down south, but the bluegill and bass are extremely sluggish in my pond until the water gets at least into the 60s, and preferably the 70s. I usually don't start catching any until sometime in April.

And then, sometimes the fish just go on vacation. This is kind of a humorous story from last weekend when 2200 people showed up for a fishing contest, but the fish refused to cooperate.
