Yes. The foot valve goes on the end (beginning) of the suction hose and doesn't allow water to drain back down into the pond, which would allow you to lose your prime. It only allows water to flow one way. You'd still need a ball valve to shut it off. The white PCC pipe will get brittle when exposed to sunlight for a length of time. They used to make purple stuff that had UV inhibitors in it, but I haven't seen any around here. I'd at least paint the white stuff if it'll be in the sun for years.
