3 of us have tried for the past 4 years to pull a tag for Ky. elk. So far we've all struck out. Kentucky's system stinks tho. You cannot put in as a group, and once you pull a tag, the state puts your had in another lottery to see what area you will hunt - you cannot choose the area. So, we all had to agree that even if one of us pulls a tag all 3 would go even tho the other 2 couldn't hunt. If 2 of us get pulled, there is the possibility of us having to hunt different areas. No preference point system, nor any preference given for applying in previous years and not getting drawn. IIRC, even getting drawn for a bull tag is up to the State. All you do is apply for an Elk tag, and the state determines whether it's a bull or cow.
