I'd guess you really have to live way out in the tules to ever catch a fish that looks like that.
Actually, I'm surprised at the coloration. The ones I've seen come out of the Sacramento River have always been very pale and small (4-5 inches, maximum). How big is that thing? Do they get that kind of coloration when they get big?
P.S. I just turned down a trip to Tule land. My new boss wanted me to come out for "off-site" meetings over the weekend before Thanksgiving!
