A good place to start is with the local office of the National resources conservation service. This is a federal agency, with one located in almost every county across the country. These folks will tell you everything you need to know, from site selection, to cubic yards of earth that'll need to be moved. Very helpful. Look them up in the blue pages of your phone book.
