In my younger days, I saw it done a number of times. A friend had a bait shop. Several of his tanks were old chest freezers with the lids removed and aerators added.

One of my uncles had one in a shed at his lake cabin. Each summer, he kept a mix of crappie, suckers, shiners, and leaches (in a separate hardware cloth cage) that he caught in his "minnow" trap. He also kept a couple of big tubs of crawlers.

Most older chest freezers have drains that allow for easy cleaning.
