I've been dealing with that this summer after allowing a nesting pair right on the edge of one of my ponds. After they grew and were able to be self-sufficient, I let them know their welcome was worn out by shooting at them, but not to hit them. It's kind of fun to see how fast they'll scurry out of the way when a .22 mag hits the water a few feet away from them! In any event, after doing that every time I'm at the farm - a few times per week at minimum - they haven't been around for a couple of weeks now. I think if you're persistent in your annoyance efforts, it'll pay off. And if you need to bust a cap in one just to make a point, you'll definitely gain some street cred with them cool and they'll be just that much more wary of coming back!
