City (treated) water would be the cleanest to purge with. If you don't want to use a dechlorinator, like Sodium Thiosulfate, just aerate it for a coulpe days to get the chlorine out before putting the fish in it. When it comes time to clean the harvest, chill kill the tilapia in ice water.
