Leebass, in Tx. you would have stocked Mozambique or a hybrid of it. The female carries the eggs/fry in her mouth for up to 3 weeks. You may be seeing missing scales that were knocked off during the handling of the fish as this is VERY common. Tilapia are some of the most disease resistant fish there are, so I wouldn't sweat whatever it is.
