I like your rules. Thanks for posting them...and you have every right to set them...its the golden rule, he who has the gold (in this case pond), rules.
My only modification would be to require release of all HSB, Tilapia (except in the fall and then all would be kept) and grass carp (in the unlikely event one is hooked).
