you'll have to seal around that perferation. It will leak. Siphoning might work. might not. not enough drop. Drop your water level. Cut a ditch in the dam to two feet below the normal level and lay yoour pipe in it. Use an anti seep colar. On the downstream end add a valve. When the pond refills you have your water supply.
