It is much easier to move x lbs underwater than above water. Use trotline cord. Tie it to the top of the structure. leave plenty of extra and tie a float on the end. Get near where you want it and push it out. Then get the cord once it hits bottom and move it to the location and orientation you want. There are other ways as well.
