It really sounds as if you'll be fighting a losing battle by adding forage to a pond in which the primary problem is too many [small and possibly stunted] predators. The initial suggestion, that of removing small bass, is probably key. The fact that you were not able to establish a threadfin population underlines the degree of overpopulation of bass.

On the bright side, at least you didn't find out that you had any northern pike in the lake!
