Are you sure? I have never seen a common shiner for sale. Common shiners require moving water and a gravel substrate for spawning, typically spawning over the nests of chubs like the creek or river chub, so I would think they wouldn't be easy to culture and they are not found commonly in lakes, reservoirs or other areas where collecting large numbers of them would be easy. I catch them a lot when fishing sub par trout streams in PA for stocked trout. They are fairly common in the creek behind our hunting cabin.
