I've never been accused of having a clear mind but...
I think I would keep it well below the water level of the creek. I know of a couple of flow thru ponds and they scare the daylights out of me when big rains come. If you keep it at creek level, you have no way to control fish movement. If you're looking for something to water livestock, that might be different.
It's not about the fish. It's about the pond. Take care of the pond and the fish will be fine. PB subscriber since before it was in color.
