I put another 60 zip ties around the cage fencing to close any small openings, then I painted another piece of fencing white and put it in the bottom of the cage so it will be easier to see the fish. I used Krylon fusion paint which is made to adhere to plastic, we'll see. The 6 inch trout I put in for a day didn't find a way out so I guess the problem is solved.
