Around here, if the soil won't be suitable for a septic system, then a mound septic system is the only option (much more $$ tho). Here the system size is governed by either how many bathrooms or bedrooms you have in the house, I forget which it is. Now the minimum tank size is 1000 gallons, and mine is 750. If the system ever has to be redone, then I'm looking at a much larger bill just to get it up to code. Also, the system has to be at least 50' from the well, although they are only talking about your property. I could have a well less than 50' from a neighbor's septic system and it would be just fine... Figure out the logic in that!?
