Removing every bullhead is a step in the right direction no matter what you do.

Investing in an aeration system now is not a bad investement.

It will help start breaking down the muck at the bottom, and that might be able to be accelerated with the addition of some microbes.

Draining and recarving the bottom certainly is an option but with more costs involved.
