Best natural emergent shoreline vegetation for GSH spawning is IMO least spike rush (Eleocharis acicularis). It is very common naturally in many shallow ditches and margins of ponds and lakes. It is a great shoreline stabilizer (4"-10" deep), very easily transplanted and never becomes invasive.
Submerged. At this point I prefer, eelgrass (corkscrew is best south of OH River), and several pond weeds (Potamogeton) long leaf, variable, floating, and clasping- leaved. All can be manually managed fairly well.
