Sounds like Texas wants to stop any buck from being taken. I bet the number one question there is, How do I measure before shooting?
In Missouri, some nrthern counties have a POINT resrtiction Bucks must have at least 7 points). At least you can count points easier than guess at a foot spread. I bet Texas has the same REAL goal as Missouri's restriction---to kill many more does to REDUCE the population and thereby reduce car crashes with a minimal improvement in quality bucks being acheived as a side benefit.
FWIW, I prefer the doe meat---those antlers are REAL tough to chew!
