It's definitely fungus. I've seen it way too many times. That fish was probably caught, mishandled, bounced around the bottom of a boat, stepped on, held with dry hands and then released. Its bruised, battered body couldn't overcome the bacteria, which was then attacked by the fungus. That fish is dead, it just doesn't know it.
