Thanks Matt, I'm guessing it's state property (FL). It's extremely minimal having no concrete, fences, etc. I don't even think there's a sign there. It's located under a bridge and I have doubts that it's an official ramp. It looks more like an access road for bridge maintenance. It might sound odd, but things can be pretty casual in the south.
Sometimes there are more than a dozen vehicles there. I'll do some research about it soon.
