Scott, I would say "both" watermeal that thick is a sunlight blocker, no sunlight = no submersed life producing O2 in the daytime hours.Then add no verticle circulation to expose water column to the atmosphere and cats will be the first to go. Get some splashing on the surface for now and then investigate your options for a small bottom diffuser system.Good Luck
