Call P.E.T.A. (People Eating Tasty Animals) and tell them your neighbor is endangering the wellfare of your prize horses and the local authorities are giving no recourse. They love this stuff!
Go to your city councilman. Go to any local organization to let the community know what this guy is doing and the problems he is causing for you. Go to the local news agency and report the incident. Tell them that you are a woman alone and you have tried all the proper avenues available and nobody seems to care. Create enough local sympathy that the guy will be ostracized from the community or perhaps relent from his wrongdoings to avoid public scrutiny. Unless, of course, he is the mayor.
