I got the Little Rock AR phone book and wrote down the numbers of any, and I mean any agency that might be pertanant. Even the Army Corps of Eng. I have heard that there is a law against moving a body of water against the natural flow of things.
I teach young girls how to ride english during the day, and I call just one agency when I can get a break. I don't want my girls to hear how angry I am. I cannot talk about this without getting hot. As you know these agencies have 'worse than bankers hours.' I will put the Ag Dept at the top of the list for tommorrow.
