I just called the Hooved Animal Humane Society. They only operate in Illinois. I briefly described your situation and she said that they routinely recommend contacting your state department of Agriculture for options and instructions. She added that the Conservation District might also help, but the Dept of Ag. is most likely where you will get the best results.
