Anyone ever used a product called shore-clear? Does it harm fish?
will it get rid of parrot feather and milfoil?

Its for emergent plants only i.e. cattails etc. The two you mentioned are submergent.
And no it won't harm fish if used as directed.
If pigs could fly bacon would be harder to come by and there would be a lot of damaged trees.
