I don't know about crude oil but diesel fuel is, or has been used in hatchery pools to control mosquitoes. I had a diesel fuel spill into my pond from an oil drilling site upstream several years ago with no resultant damage to my fish. On the other hand, it was hell on the marginal plants around the pond.
