"Top soil" runoff will cause this problem, but if given a few days to a week without major disturbance will settle to the bottom. This is largely due to (like you mentioned) the higher organic content. Clay runoff on the other hand can cause a pond to remain cloudy basically indefinately. Clay tends to remain suspended.
