A couple more thoughts:
You aerator system could probably wait until next spring since the lake is new and you do not have a big bio-mass - so there is no big oxygen demand - I think it would just be a waste of energy.
I would start the foodchain asap - and I think bluegill and fatheads are your best bet for central Missouri. I don't think the threadfin shad will live through our winters.
