Recently have had 10"-12" of rain, now there is this bright green growth floating on the surface. Water temp is 54. Sorry, could not figure out how to post the photos so I put them on Shutterfly. I hope the link works. Thanks

Should I be concerned that there is this much growth this time of the year and with the water temp being 54? I would suspect that as the water gets warmer the FA will spread and be more prevelant. Shoulds I try and treat it now, or is there an optimum time?

Not necessarily. When the water gets warmer other competing plants and phytoplanton may use the nurtients that are dormant now.

If pigs could fly bacon would be harder to come by and there would be a lot of damaged trees.

I usually look for the 50 degree mark, but it you may want to wait for 55-60 to be sure. I agree with Cecil, as temps come up there will be more competition and your algae will find it harder to thrive. Check your water inputs to the pond and reduce/remove as many nutrient sources as you can. If you are going to treat, I prefer chelated copper for most FA strains.
