Hello David you might try your local fire department in some cases where there is not a good supply of available water for fighting fires they will go to all the right places to get you funded.They sometimes are able to pick up all the cost and like other gov. agencies you don't have to give the public the right to fish for a certain amount of years they just want to have access to the water to fight fires.Just a way you might check into hope it helps.
