The winter 2008 issue of TROUT (that's the official publication of Trout Unlimited) has an article by Dr. Robert Behnke about this very topic, entitled "Science and Endangered Species."
Dr. Behnke, professor emeritus from Colorado State University, Ft. Collins, says, in effect, "not so fast" to the researchers who wanted to discount some greenback populations as Colorado River strain.
He has had a regular article ("About Trout") in TROUT for years; and many regard him as the foremost trout taxonomist in the country. It's a really interesting and thought-provoking article and points out that there is a lot more that goes into defining a species than just a few DNA markers.
I don't know if TU has posted it and made it available online -- but I suspect the magazine could be located at some libraries.
