I have a question.
Can you aerate deep, cold anerobic depths of a lake to increase the dissolved oxygen to create a refuge for trout species?

It can be done but not easily. I think the depth should be greater than 30ft for it to be relatively successful. Google hypolimnetic aeration or hypolimnetic aerator.
