What are the current guidelines for phosphorous and pond management? Will to much create algea or is that Nitrogen? A friends pond has 6 ppm phosphorous, what should he do?

I don't know but would like to. I'm planning on putting out a bunch of phosphorus in a week or so to get some plant going but don't want to get my pond watrer out of balance.

I would personally use the alum/hydrated lime (50%H by weight) to remove P. Alum binds with P and produces aluminum phosphate making the P unavailable. Edit: Total P > 0.03 ppm will increase plant growth and eutrophication.

I question the test accuracy of 6 ppm of phosphorus in a pond. Even total phosphorus (soluable and bound) should not be as high as 6ppm. It is not likely but not impossible.
