Sure, you can do whatever you want. But it might not work out too well for your pond.
Do a search in the fertilizer section and you'll get more information than you need.
In short, use a high phosphate, low nitrogen fertilizer. Something around 10-40-0, with the higher the middle number the better. Use agricultural lime, not hydrated or quick lime for best results. Have you checked your alkalinity? If not, do so, and if it's over 20, forget the liming.
