Looks like Azolla aka Mosquito Fern.

Same stuff in my pond. Kelly said he thought it was azolla too. Aeration seems to help.

i have aeration but it only runs a few hours mid day and a few hours mid night. Would more aeration get rid of it? How does aeration kill plants?

My understanding is azolla grows in calm water very well. The aeration creates ripples, and seems to keep it along the edges were it's can be treated. I don't think it actually kills it, but is a control tool. Aeration has been completely positive for my pond w/o a question. Helps with FA control too.
